Global Context and Problem Statement
The transport sector is the primary contributor to greenhouse gas emissions, which are responsible for global warming. Urban planning plays a crucial role in reducing these emissions, especially with the increasing urban population, expected to reach two-thirds of the global population by 2050. Concepts like the "15-minute city" require effective urban planning to reduce motorized travel and ensure quick access to essential services. However, available data on population and goods mobility remain fragmented and heterogeneous, limiting the understanding of complex interactions between mobility and urban infrastructure.

Telecommunication networks offer significant potential for producing mobility statistics due to the explosion of location data generated by smartphones and other connected devices. For example, services like Orange's Flux Vision use mobile signal metadata to create observatories of human mobility.

Scientific Objective – Results and Challenges to Overcome
The objective of the PhD thesis is to design an urban logistics observatory by leveraging mobile signal data. This involves understanding and formalizing indicators useful for urban planning, developing and validating a production chain for indicators derived from mobile signal data, and designing an urban logistics observatory that integrates data from various stakeholders.

Expected results include defining the needs to drive urban transformation, improving algorithms for classifying mobility behaviors, and designing a framework for data normalization and fusion. Challenges to overcome include enhancing the spatio-temporal resolution of data, validating the statistical representativeness of indicators, and integrating various data sources into a scalable and replicable global observatory. This will involve implementing generative AI technologies and simulation approaches while respecting intrusiveness, energy sobriety, and privacy concerns.
